Singapore SME AI Adoption Hits 23.4%: What Changes Now

Singapore SME AI adoption rose from 14.5% in 2024 to 23.4% in 2025, according to IMDA's Singapore Digital Economy Report — and the government's next step is to push SMEs from trying AI tools to running real workflows on them.
IMDA announced that next step on 13 October 2026 at SMEs Go Digital Day, where Minister for Digital Development and Information Josephine Teo presented a set of new measures. Her framing was blunt: what matters is whether SMEs can put AI to good use.
What did IMDA announce for SMEs on 13 October 2026?
- A curated list of 100+ global AI tools: Spread across CRM and marketing automation, content creation, workplace collaboration, finance and operations, with examples including Canva, DeepSeek, Lovable and Notion. IMDA says many offer free tiers, trials or credits.
- More AI inside pre-approved solutions: 55% of pre-approved solutions on the SMEs Go Digital platform are now AI-enabled, past the earlier 50% target, and IMDA aims for at least 70% within two years.
- A Package Builder: SMEs can now customise pre-approved solution packages, add-ons and training support to fit their size and operations.
- Three new partner programmes: Singtel Stack-EZ (document organisation for up to 10,000 SMEs, free for six months), Salesforce (a two-month Slack Business+ trial and two workshops for 1,000 SMEs) and Beyondsoft (a 60-day trial of sector AI solutions for up to 1,000 SMEs, starting with retail, wholesale and F&B).
Why is the focus moving from AI tools to workflows?
IMDA's own numbers explain the shift. Among Singapore enterprises that have adopted AI, 87.6% cite productivity and process improvement as a key benefit and 44% report cost reductions. Two in five AI-adopting enterprises are expanding deployment or have fully integrated AI across their operations.
The new partner programmes are designed around the gaps between trying a tool and using it. Stack-EZ targets the state of business data — invoices, contracts and receipts scattered across email, drives and paper. Salesforce's programme asks each SME to build at least one AI-enabled workflow that addresses a real business need. The common thread is that a subscription is not an outcome; a redesigned process is.
How does the EDGE Grant fit in now that PSG has closed?
Enterprise Singapore's FAQ says the Productivity Solutions Grant, the Enterprise Development Grant and the Market Readiness Assistance grant ceased on 29 September 2026, and businesses apply under the EDGE Grant from 30 September. Projects already approved under the old schemes continue to completion.
Under EDGE, support is up to 50% of qualifying costs for SMEs, with a cap of S$100,000 per company per year across all activities, of which up to S$30,000 can go to single-function digital solutions, integrated enterprise systems and pre-scoped equipment. Applicants must be Singapore-registered with at least 30% Singaporean or PR ownership. For digital solutions, the IMDA pre-approved list remains the route to check first.
What should a Singapore SME do with all this?
- Pick one recurring workflow first: Choose a job that takes hours every week — reconciling payments, recording invoices, answering order questions — and measure how long it takes today.
- Fix the data behind that workflow: Make one source authoritative for the documents that workflow uses before adding more tools.
- Trial with a success measure: A free 60-day trial is only useful if you decide in advance what result would make you keep it.
- Keep approvals with people: Let AI prepare and match; keep payments and anything sent to customers behind a human approval.
For finance work in particular, the gap between a tool and a result is usually the handoffs: from bank statement to spreadsheet to ledger. That is where finance and accounting automation earns its keep — reconciliation that took one Biks client more than 20 hours a week now takes under 30 minutes.
