WhatsApp Business Pricing 2026: When Messages Are Free

On the WhatsApp Business Platform, Meta does not charge for the conversation itself. It charges per delivered template message (marketing, utility and authentication) at a rate set by the recipient's country. Non-template messages, which can only be sent inside an open 24-hour customer service window, are free.
Service conversations have been free since November 1, 2024, and there is no monthly allowance to track. The October 1, 2026 updates on Meta's pricing page only change utility and authentication rates in a handful of markets, none of them Singapore or Indonesia, and add an authentication-international rate.
The WhatsApp Business app on your phone remains free, and Platform partners may add their own fees. So start by checking which product you use, and which of your messages actually go out as templates.
What is free and what is billed in WhatsApp Business pricing 2026?
- Service replies (free): Any non-template message your business sends inside the 24-hour customer service window opened by a customer message. Each new customer message resets the window.
- Utility templates inside the window (free): Order updates, payment confirmations and similar utility templates cost nothing from Meta when a customer service window is open.
- Marketing templates (billed): Promotions, offers and re-engagement messages, charged per delivered message.
- Utility templates outside the window (billed): The same order or account updates, sent when no window is open, are charged per delivered message.
- Authentication templates (billed): One-time passcodes and login codes, charged per delivered message.
How are the rates set?
Meta prices each delivered template by its category and by the recipient's country, not by where your business is registered. A marketing message to a customer in Indonesia and one to a customer in Singapore can cost different amounts.
There is therefore no single price per chat. Check Meta's current rate card for each recipient market you serve, then add any separate provider charge shown in your contract or invoice.
Which WhatsApp product are you paying for?
- WhatsApp Business app: The phone app remains free to use. Its pricing is separate from the Platform message pricing covered here.
- WhatsApp Business Platform: The Platform provides programmatic access for customer messaging. Meta charges for delivered template messages under its published category and country rates.
- A Platform partner: A partner may charge separately for its services or technology, so the total invoice can be higher than Meta message charges alone.
- An AI agent on the Platform: Include both template charges and provider fees when comparing the agent with manual work.
How should an SME keep WhatsApp message costs down?

- Answer inside the window: Reply while the customer's 24-hour window is open. Free-form replies there cost nothing from Meta; a slow answer that later needs a template is the expensive path.
- Use utility templates for utility jobs: An order confirmation or delivery update is a utility message. Send it as utility rather than marketing where that honestly describes it, and while the window is open where you can.
- Avoid unnecessary template sends: Review reminders, broadcasts and automated follow-ups. Every marketing template, and every template sent outside a window, is billed when delivered.
- Separate the charges: List Meta template charges and provider fees on different lines so you can see what changed.
- Measure completed work: Compare the full cost per resolved enquiry or completed workflow with the manual work it replaces.
What does this mean for WhatsApp AI agents?
An AI agent that answers customers inside the 24-hour window sends free-form service replies, which Meta does not charge for. The cost question moves to what happens outside the window: follow-ups, reminders and notifications that need templates.
For customer operations, judge the agent by resolved enquiries and clean handovers. For finance or project operations, judge it by completed records, approvals or follow-ups. WhatsApp is the interface; the useful unit is the work completed.
Before automating, map each turn to a job: answer, collect, confirm, act or hand over. Then compare the full cost with doing the same work manually or in Excel.
What should you check before the next invoice?
Confirm whether you use the Business app or the Platform. For the Platform, split last month's delivered template messages by category and recipient country, check how many utility templates went out after the window had closed, and list provider fees separately.
Then sample real threads. Look for replies sent after the window closed, marketing templates used for routine updates, and repeated follow-ups. The goal is a clear conversation that completes the job inside the window wherever possible.

Common questions
- Is the WhatsApp Business app free in 2026?
- Yes. The WhatsApp Business app remains free to use. The template-message charges covered here apply to the WhatsApp Business Platform, not the free phone app.
- Are WhatsApp service messages free?
- Yes. Non-template messages sent inside an open 24-hour customer service window are free, with no monthly cap, and have been since November 1, 2024. Utility templates sent inside an open window are free too.
- What does Meta charge for on the WhatsApp Business Platform?
- Delivered template messages: marketing templates, utility templates sent outside a customer service window, and authentication templates. Each is charged per delivered message at the rate for the recipient's country.
- How can an SME control WhatsApp Business Platform costs?
- Reply inside the 24-hour window, send order and account updates as utility templates rather than marketing where that is accurate, cut unnecessary template sends, separate provider fees, and measure total cost per completed workflow.
- How does WhatsApp pricing affect third-party AI agents?
- Replies an AI agent sends inside the 24-hour window are free-form service messages, which Meta does not charge for. Templates it sends outside the window are billed like any others. Separate provider fees can also apply, so compare total cost per completed workflow rather than cost per reply.
